SNAP Ruling Leaves 42 Million Americans in Limbo as Federal Agencies Remain Silent
A federal court ruling in Rhode Island this week ordered the Trump administration to release emergency SNAP benefits, but it remains unclear if — or when — the money will actually reach the 42 million Americans who rely on this lifeline for food assistance.
Legal Victory, But No Timetable
Although the court found that the administration is “required to use those Contingency Funds as necessary for the SNAP program,” there is still no timeline for when the funds will be disbursed. Many states were preparing for disruptions as early as this week.
Despite the urgency, the Department of Justice (DOJ) has not said whether it plans to appeal the decision. Multiple media outlets have confirmed that the DOJ declined to comment, and the White House also did not respond to requests for clarification.
“The court order is just the first step,” said a state SNAP administrator, speaking anonymously. “What we’re missing is federal direction on how much money we can expect — and when.”
What’s at Stake
- SNAP, or the Supplemental Nutrition Assistance Program, is the largest federal food assistance program in the U.S., serving 1 in 8 Americans.
- The ruling came just before benefits were scheduled to be frozen due to the ongoing government shutdown.
- Without clarity from federal officials, states cannot plan distributions, creating chaos for agencies and hardship for families.
States Left in the Dark
Many state governments are scrambling to adjust, with some preparing contingency plans using their own emergency funds. In New York, Governor Kathy Hochul has already declared a state of emergency and pledged $100 million to food banks. Other states may follow suit if federal action continues to stall.

Key Questions Still Unanswered
- Will the DOJ appeal the Rhode Island ruling?
- How much of the contingency fund will be released?
- Can states rely on receiving full payments for November SNAP distributions?
Until these questions are addressed, millions of low-income families remain in limbo, unsure whether their EBT cards will be refilled in time to put food on the table.
